To manage your cookies in Netscape open your browser (Netscape) and then select:
Edit >> Preferences >> Advanced >> Cookies
You will see this dialogue interface, and can set the general cookie rules.

If you select the "view stored cookies" option you can manually configure your cookie options, and add and delete cookies using this dialogue.
